כל פעם שיהודים מתאספים ומתאחדים יחד למרות החילוקים שביניהם, ובמיוחד בחודש אלול – חודש החשבון, החודש שבו משלימים את מה שצריך משנה שעברה, וזוהי גם הכנה לשנה החדשה – ה"ז דבר טוב, ומרחיב עוד יותר את הכלי שברכות ה' יהיו במדה גדולה עוד יותר. וזה קשור גם עם פ' נצבים, שמתחילה ב"אתם נצבים וגו'" – שלמרות החילוקים שבין "ראשי שבטיכם" עד "חוטב עציך ושואב ממיך" – נצבים כולם לפני ה' באופן ד"לאחדים כאחד". וכאשר יהודי יודע שתמיד עומד הוא לפני ה' ה"ז נותן בו הבטחון ששום דבר לא יכול לפגוע בו ושיוכל למצוא בקלות את הדרך הנכון ללכת בו. וזהו הטעם שקוראין פ' זו לפני ר"ה. הבעש"ט אמר שכאשר ה' רואה שכבר בתחלת חודש אלול רוצים ומתחילים "לשלם את החובות" של השנה, הנה בהגיע ימי הסליחות – סולח הוא על השאר, ונותן כתיבה וחתימה טובה כבר בראש השנה וכו'.

This is why this parashah is read before Rosh Hashanah. The Baal Shem Tov taught that when Hashem sees that already at the beginning of the month of Elul that the Jewish people want to repay and begin repaying the “debts” of the outgoing year, then He forgives the rest of the “debt” during the days of Selichos, and already on Rosh Hashanah, even before they implement their decision to improve, He inscribes and seals them for a good and sweet year etc.
